Passive Voice is used to describe an action where the action is important and the doer is not. In such sentences, the subject is usually the action itself and not the doer. For example: This office is cleaned everyday. The chips are made of potatoes. This house was built in 1970. The radar was invented long back. These are the examples of Passive Voice. In Present Tense, you'd use is/are+III form while in Past Tense, you'd use was/were+III form. You use Passive Voice when the action is more important than the doer.
