The little bird is singing. But Present Continuous Tense has several other interesting usages also. It can be used to describe a plan in the near future: I am going to Delhi tomorrow. She is stepping out in the evening. We are going to a movie tonight. We also use Present continuous to talk about things that are currently being done, things that are currently in the progressive state but you may not be doing that at that precise moment.
