At low speeds, a fixed barrier isn't going to move or absorb any of the collision energy. So all of the energy is put into the vehicle, resulting in greater damage at lower speeds. In a vehicle to vehicle crash, where the bumpers line up well and energy is transferred into both vehicles, it takes considerably more force to cause visible bumper damage than a 5 mph collision.
