In part I, on education crackdown, we looked at whether parental paranoia and venture capitalists not wanting to miss out on investment opportunities constitute reasons for tutoring in China becoming so popular. We then discussed how the crackdown accommodates birth policies and addresses China's looming demographic crisis to achieve 'Common prosperity', which President Xi's 14th 5-year plan underpins.
