Investigators say Xin Guang Guo, of Philadelphia, told the guy he'd pay $30,000 for his business partner and that man's girlfriend to be killed. The gig they share involves gambling machines at a gift shop on Fifth Street in Fairhill.
The ATF arrested Xin after investigators say they listened in on a phone call between the suspect and the informant. Xin is being held ahead of a detention hearing set for next Tuesday.
