The Justice Care & Opportunity Department of the County of Los Angeles is a new branch of Los Angeles government that makes good on the will of the voters to shift to a care-first model. Judge Songhai Armstead is the Director of that department. She is a longtime advocate for the underserved, and a justice system innovator. Judge Armstead, a retired superior court judge, was the first leader of the Alternatives to Incarceration Office, which is now under JCOD.
