The department of war was created in 1789 and existed until 1947, when it split in to separate departments. it went by the national military establishment from 1947 to 1949 and was renamed department of defense in 1949. the national military establishment, NME, was renamed because it sounded like "enemy". The name "Department of War" was abandoned during a 1947 Cabinet reorganization, and the current name "Department of Defense" was adopted two years later.   the current admin was born in 1946 but the name wasnt officially changed until 1949. i wonder if there is some personal thing going on there with the name of the dept. the thing is the dept belongs to everyone born in the u.s. kind of childish looking to change the name. kind of like it was a personal childhood problem. as in there was an infatuation with the name in their childhood. and want to rename it because of a childhood fascination. to me it looks like changing the name is more of a psychological war.  department of defense is different psychologically than the department of war.  anyone who the dept is at odds will now see the dept of war instead of dept of defense.   so if you currently are a target of the dept they are telling you they are called dept of war. to me it looks like a name change because of 25 people somewhere. when you are fighting the department of war you are fighting the war of 25 people. not the u.s. citizens i believe.
