There have always been other nations, kings, competitors, adversaries other than the primary EMPIRE in focus. Historically these kingdoms would overwhelm an empire that had run its course and become the new WORLD empire, even though other adversaries to the new order existed. In other words, God has never allowed anyone to take over the whole world. What about the antichrist? Like his predecessors, Nimrod, Alexander, Hitler, etc. he will attempt to do so. But he will not be allowed to continue long. Ultimately only ONE will rule the earth! The LORD JESUS CHRIST. 
This helps when we look at the Global Cabal attempting to take over the world. We are seeing a lot of turmoil right now that is being imposed upon the populations of many nations. Yet Russia, China and other nations remain contrasting entities. Some have a desire just to see their nation prosper. The bottom line is that there are major and minor factions that continuously align and realign trying to do what their agenda suggests is best. 
More specifically God and the Devil are at war. This is a more simple way of understanding what can be very complex. But if we keep in mind, God has never allowed one individual or group to take over the world, it helps us understand the big picture!!
