Born again is a term often confused with a position, instead of a condition. Being in a Church, reading a Bible etc does not make one born again. This is an experience which changes and renews ones inner spirit, where one has made a decision to follow Jesus or called to God for help. This only out of despair such as myself or hopelessness, with a result that ones spirit is renewed from above when we are genuinely needy. Even believing in God is not an assurance, and as James said-even the demons do and shudder. We pass from believing to knowing, when we experience God's presence and power, and become a new creation (2 Cor. 5 v 17). when we are transformed, just as night is transformed by the rising sun.
