Install new track on railway ties.
Ballast is added and tamped, process is repeated until track is at correct height.
Add rubber to inside of each track.
Coat rubber with dish soap.
Place cement panel in between track.
Apply pressure with bucket of loader.
Cement panel will slide into place and make an audible rubber fit snap.
