Xie Lian learns that his kingdom is facing a drought, and that the people of Yong’An are escaping their dying city to go to Xian Le capital as refugees. Tensions rise between the two sides as resources grow low. One of the Yong’An refugees, Lang Ying, loses his son and wife from the drought and travels to Xian Le for help, only to be turned away by the royal family and humiliated by the capitol citizens. Xie Lian borrows a rain hat from the rain god, but it doesn’t create enough rain to stop the drought.
