Keith E. Russell took the oath of office as the East Mesa Justice of the Peace in June 2013. He has announced his retirement effective at the end of the year. He served as the Presiding Judge for the 26 Maricopa County Justice Courts from 2017-2021. He sat on the Arizona Judicial Council (AJC) and the Committee on Limited Jurisdiction Courts (LJC). 
Judge Russell and his wife Becky are both third generation natives of Mesa. Both Judge Russell and his wife graduated from Arizona State University (ASU). The Russells have three children and four grandchildren.  Judge Russell has been involved with real estate since the mid 70’s. He moved from real estate sales into real estate appraising in the mid 80’s. In the 90’s he opened his own real estate appraising business that did appraisals throughout Arizona. His practice included litigation services.  Judge Russell has been very active in the valuation/assessing communities for several decades. He was appointed by the Governor to serve on the State Board of Appraisal, which licenses and certifies all real estate appraisers in Arizona. He has been involved with the Appraisal Institute and earned their MAI designation. He has also been active with the International Association of Assessing Officers. 
Judge Russell has been approved or certified to teach a number of appraisal/assessing courses.  Judge Russell was elected in 2004 to serve as Maricopa County Assessor and was reelected twice. During this time he raised the level of professionalism and accountability in the Assessor’s Office. He improved public outreach, increased consistency, and automated a number of operations while never exceeding his budget. As Assessor he worked with the Maricopa County Attorney’s Office on property tax litigation issues. He also worked closely with the legislature on a number of legislative issues.  
Judge Russell has had the opportunity to serve on the Arizona Association of Counties (AACo) Board of Directors and as President of AACo in 2013. Judge Russell serves on the AACo Foundation Board of Directors. He was also appointed twice by the Governor to serve on the Arizona Governor’s Regulatory Review Council (GRRC). This Council is the final step in the rulemaking process for most state agencies.
