West Virginia Solicitor General Elbert Lin debates Andres Restrepo of the Sierra Club on the merits of the EPA’s landmark Clean Power Plan. Professor Jon Cannon moderates. The Clean Power Plan set the first national limit on greenhouse gas emissions from the electricity generation sector. Twenty-seven states challenged the plan in West Virginia v.
