I speak with Lisa Bollinger, Transportation Planning Manager with Spartanburg Area Transportation Study (SPATS), about the role of a Metropolitan Planning Organization and some of the trends she is seeing in Spartanburg. I learned two interesting things from this interview; the first is that Spartanburg has the first bike share program, BCycle, in the Southeast and second, there is a website that allows you to see whether a certain road is maintained by the SCDOT or local government: http://206.74.144.42/streetfinder/Streetnames.htm
