Charles Guarria is a professor at Long Island University’s Brooklyn Campus. Charles has a had a varied career that took him to Lehman Brothers and Long Island University’s Acquisition Department. Charles started writing a research piece on California’s Proposition 13 from the 1970’s. Why is this so relevant in the 21st Century? This proposition severely restricted funding to public institutions including libraries and it is still “on the books” today and has acted as a model for other states to follow. Join us for this fascinating discussion which seems to be a model for New York State’s Property Tax Cap that is currently in effect.
