The US spy community is looking for “information on methodologies to assess Foreign Malign Influence” while assuring it doesn’t intend to use it on the US population. “FMI includes subversive, undeclared (including covert and clandestine), coercive or criminal activities by foreign governments, non-state actors, or their proxies”
