Please note the correction at 6:07 that the initial ratio was 1 vs 10 (20 vs 200 & 100 vs 1000) and then Allah abrogated this to 1 vs 2 (100 vs 200 & 1000 vs 2000).
Perhaps it could have also been worded better, as Ibn Katheer mentions in his tafseer:
"Thereafter, if Muslims were half as many as their enemy, they were not allowed to run away from them. If the Muslims were fewer than that, they were not obligated to fight the disbelievers and thus allowed to avoid hostilities."
