While state plans must be at least as effective as federal OSHA, some state plans have regulations unique to their state. Many state plans also have their own penalty reduction policies and procedures that differ from OSHA’s. As such, employers in state-plan states cannot assume that complying with federal OSHA regulations and following federal OSHA procedures will suffice.
