Seattle transit plans have always had a hard time at the polls, going all the way back to 1911, when voters overwhelmingly rejected Virgil Bogue’s vision for a Seattle with public transit at its core. The Bogue Plan was the city’s first comprehensive plan and included big and bold ideas: 90 miles of rail transit, a brand-new civic center and grand central station, converting all of Mercer Island into a public park, and more!
