However, separating soft services from the PPP contract is problematic.FM should be included in the design stages of the facility to preserve the whole life cycle considerations and maintain the integrity of future operations in the structure of the facility. Too numerous Key Performance Indicators in a contract can create unnecessary costs and disputes rather than reduce them and should concentrate on outputs only.
