First, it was plastic bags. Now, Philadelphia City Council hopes to reduce the use of paper bags. KYW’s City Hall bureau chief Pat Loeb reports that a council committee approved a bill on Monday that would allow stores to charge a 10-cent fee for any kind of non-reusable bag.
