The value of the lawsuit lay in the act of filing it itself. The case, therefore, demonstrates the use of the judicial system by an executive branch to exert political pressure and assert dominance, even without a strong legal or factual foundation.The challenge facing federal courts is not only the complexity of habeas law but also the sheer volume of petitions filed each year.
