Mercy and compassion cannot be earned or merited by man, regardless of what the person does. It is at God’s Will to show mercy, when all of His conditions are met. His conditions of course are what is outlined in His Word. In other words, God establishes the rules as to how and to whom Mercy is shown. God through foreknowledge knew what Pharaoh would do, and Pharaoh could have easily bowed to God, which would have spared Egypt from the plagues. But because Pharaoh would not do so, God acted in accordance to that willful act of rebellion, He allowed Pharaoh to get in the place of power, so that the world would know that Jehovah’s Power could not be matched.
