As a programmer myself, I have built similar scripts for vote tabulation (without an intentional way to override or cheat). I can guarantee you this, that the accuracy of the programming is up the integrity of the programmer. Practically ANY programmer can write a script to change votes. There are multiple languages this can be done in, and in some cases the 'flipping' can be completely disguised and in an off-site external script that is invisible to a general audit, but would be easy to spot in a forensic computer audit.
