They quite simply don’t have a success model to follow and something less desirable always fills the vacuum.  Manny is a former foster kid and plans to fix the foster care system. At 18 months, he and his sister were left in a car and shortly after that experience they were put into foster care, spending many years bouncing from home to home like an unwanted birthday toy.
