Sec. 2-5. - Code of ethics for officials and employees of the city.   "Interference with administrative services by members of city council. No city council member shall interfere with any city administrative service for which the city manager or other appointed city officers are responsible. Except for the purpose of inquiry, the city council member shall deal with such administrative services solely through the city manager. No council member shall give orders to any subordinate of the city manager or other appointed city officer, either publicly or privately. No council member shall attempt to coerce or influence the city manager or other appointed city officers with respect to any particular contract or administrative action. Nothing in this provision shall prohibit a city council member from requesting public information from city employees."
