Gabriel Rubinstein, Esq. is an attorney with Disability Rights Maryland (DRM) (formerly known as “Maryland Disability Law Center”), the state’s designated Protection & Advocacy agency, which is mandated to advance the civil rights of people with disabilities. Gabriel’s work focuses generally on access to health care, assistive technology, transportation, as well as issues unique to individuals who have sustained a traumatic brain injury. Gabriel currently serves as DRM’s representative on the Maryland State Traumatic Brain Injury Advisory Board. Prior to joining DRM in 2021, Gabriel worked as a staff attorney with Maryland Legal Aid and represented clients with public benefits, housing, consumer, and other legal issues. Gabriel graduated from St. Mary’s College of Maryland in 2011 and received his law degree from the University of Maryland School of Law in 2016, where he completed the Health Law & Policy Program. Gabriel served as the law clerk for the Honorable Althea M. Handy in the Circuit Court for Baltimore City from 2016 to 2017.
