From its institution, the Passover was open for anyone who trusted in Yahweh to celebrate. There was only one requirement and it wasn't being descended from Israel. However, Israel is obviously still chosen as part of the celebration because of where the Passover was to be celebrated, a mysterious place until they entered the Promised Land.
