States have long sought to make their citizens legible. Big data and automation have accelerated and sharpened the ability of governments to count, categorize and control populations, often aided by the private sector. These attempts at sensemaking tend to break down at the margins, where outliers and exceptions defy attempts at neat social sorting and ordering. These glitches and gaps can be hugely consequential for those whose claims and rights are diminished by invisibility (“If you’re not counted, you don’t count”). Equally, they can protect those who gain agency and safety in liminal spaces, away from the official gaze. By looking at spaces of precarity and contestation, especially in the majority world context, we get a glimpse of the myriad ways in which individuals and collectives resists boxes that neither represent nor empower them, and negotiate the spectrum between inclusion and exclusion, visibility and invisibility.
