Israel is still unrepentant in chapter 6. They talk about turning to the Lord so that he will heal them, but not because their hearts have been changed.
Verse 4: “What can I do with you, Ephraim? What can I do with you, Judah? Your love is like the morning mist, like the early dew that disappears.”
