1. Anyone who 1.studies Torah 2.performs kind acts 3. davens with the tzibur is like they redeemed Hashem and His children from the exile. 

2. One is called a bad neighbor if they don't daven in the local shul

13. Two version- 1. After dawn it is technically night but one can read morning Shema bc there are those who are waking up 2. Close to sunrise it is technically day but one can fulfill nighttime shame bc there are those who are still sleeping.
