In $10k dollar armor Phoenix Jones rushes down fire escapes and across alley ways in downtown Seattle night after night. This vigilante superhero is on a mission to make Seattle a safer place. Even though things started out well for Phoenix he and his team of caped crusaders, known as the rain city superhero collective, have fallen out of favor with the locals over the course of the past few years.
