High-flyers, companies as well as individuals, have been charged. That is progress, even though it does not yet guarantee convictions. Most action, however, is not on the criminal but on the civil side, where billions in ill-gotten gains have been recouped. People may not be in orange overalls, but they have lost what they stole.
