We have two contenders in our "The stupidest thing I've heard all week " segment. The first is a US Congresswoman who wants the Department of Transportation to spend $40 million to create and use female crash test dummies in their vehicle crash tests, and the other is a story about five police officers being sent to a man's home to arrest him for piercing his son's ears. You decide the winner. 
We'll tell you what charges were filed against two teenagers who stole a car in Chicago and then crashed it into another vehicle killing a 6-month-old baby in the backseat.
