Every leader of an organization is presented with the challenge of how to interact with their employees.  It's a difficult choice.  The balancing act between buddy and boss is often a very narrow tight rope that doesn't always present a clear path.  The choice between wanting to be supportative of the employee and requireing a standard for job performance.  Most leaders don't want to present being the bad guy but also have a business to run.
