Lawyers at SKO were instrumental in drafting and helping key Kentucky politicians shepherd the Horseracing Integrity and Safety Act of 2020 to Congressional approval and into law. The Act created the Horseracing Integrity and Safety Authority (HISA), a uniquely-structured agency meant to bring uniformity to the tangled morass of often inconsistent, opaque and even contradictory states’ regulations of thoroughbred horseracing in America. HISA is responsible for developing and enforcing rules for race track safety and, even more importantly, anti-doping and equine mediation rules that apply uniformly nationwide.  The constitutionality of the Act has been challenged repeatedly but it has so far survived. Three years after its effective date, how effective has HISA been in accomplishing the goals of this transformative legislation? Doug Barr hosts John C. Roach, a Lexington attorney and former Kentucky Supreme Court Justice, who has been directly involved in representing HISA in the courts and in many other aspects of thoroughbred horseracing. The discussion gives a good recap of the Act, the agency it created and how it is changing the sport of thoroughbred horseracing.
