People use the expression "finger in the dike" figuratively when they often are implying one of several things: 1.) There is only one person standing between salvation and complete disaster. 2.) Someone is plugging a leak, perhaps of information, crime, or something else. 3.) Someone is stopping something, despite danger and difficulty.
