That’s why many scholars believe the “seven-headed beast” in Revelation 17:9 is a not-so-subtle reference to the “City on Seven Hills” (aka Rome). Then, taking things a step further, there is also reason to believe the infamous mark of the beast is another not-so-subtle reference to the crazed Emperor Nero who persecuted Christians and was referred to as a “beast” by at least one ancient historian. In fact, “Nero Caesar” actually adds up to the number 666 when using an ancient practice of swapping a number for a name as a form of protection.
