When we think about the phrase Rest in Peace, we realize we are putting out an active intention. To hope for our loved one’s rest after they have transitioned implies viable consciousness. 
Our loved ones like the phrase for that reason. They also channel in that Rest and Peace are exactly what they are wishing for us! This is one of many examples of the parallel path of healing connecting us.
