Although the "City of Rules" sounds like a grim dystopia, it is anything but.  In the City of Rules, everything is mixed up. Everyone lives in large fruit houses and travels around on the BabyTro: trains made of gigantic babies.  All the citizens are hybrids, too. Bredward is a Butterpanda, a tiny Panda with rainbow butterfly wings. Bredward's best friend Flenry is a deer with eagle wings: a Deergle.  Their pronouns -- like all the other creatures in the City of Rules -- is "xe." Rule Number 98 states that "all gendered pronouns are prohibited."  All the creatures in the City of Rules follow all 888 rules all the time. This is about to change. On the morning our story begins, Bredward breaks one single rule.  But once you start Rulebreaking, it will prove very difficult to stop.
