Because he was a "devout, God fearing and prayed regularly". It was during one of his prayers that God gave him a vision and he acted upon it without question. Why was he able to act so quickly? Because he knew God through his prayers! Likewise, Peter was praying when God gave him a vision to accept all people into the faith. What was the result of Peter's obedience? Gentiles received the Holy Spirit! What if these two hadn't been in prayer and didn't know God's voice intimately? God would have found another way, but what a blessing it was for them to be the tools of God's works! Let's be in prayer and know His voice so He can use us like Peter and Conelius.
