The Honorable Paul R. Michel is a former Federal Appeals Court Judge, appointed by President Ronald Reagan in 1988, and in 2004 he assumed the duties of Chief Judge. Michel served on the bench for 22 years before “retiring” in 2010 so that he could speak out about the serious damage he was seeing done to the US patent system.
