This passage teaches us that the whole world of unbelievers is going to be judged according to their deeds. They will not be judged by their ethnicity or their beliefs or even their views of God. They will all be judged by the absolute perfect standard of God which is His perfect law. They are standing in perfect silence and the books will be open and their deeds will be on display up against God's perfect law. There will be no believers at this judgment because our sins were payed for by Jesus Christ.
