To unlock the main character’s theurgy moves in P3Reload, you have to have certain personas unlocked. The game gives you 1 to start with, but 6 more can be unlocked. Scarlet Havoc and Armageddon are the two best Theurgy Special Moves in Persona 3 Reload.
