The government is moving to a new risk based approach to earthquake strengthening, saying it will save building owners more than $8.2 billion across New Zealand. It is ditching the New Building Standard ratings currently used to determine whether a building is earthquake prone. Building and Construction Minister Chris Penk spoke to Lisa Owen.
