Revelation 11 dazzles us with its figurative language concerning the two witnesses.  I am not about trying to decode all of tis prophetic language.  We have scholars who can do this far better than me.  I am called to wake us up as to how we should live in this season now! The two witnesses have great power like the prophets of old and the believers today.  They use their authority over nature against Satan, his demons, and those who reject Jesus and persecute the saints. This gives us more insight into the time of the end when all who will not repent and believe will be destroyed by Jesus.  When the 7th trumpet sounds we see Jew and Gentiles worshiping in heaven together.
