The Indianapolis City-County Council recently approved a measure that would require landlords to inform tenants of their rights as renters, and fine landlords who retaliate against tenants. But a bill currently working its way through the Indiana state legislature would negate the initiative entirely.
We talk to a city representative and a policy expert about what led to the city’s proposal, and what’s behind the effort to stop it.
