A mystery is underway, and our scene opens to a circus. Stumbles the clown tells Junior, Dick Tracey's young assistant, about his job, and not being so smart. Junior gets a firsthand introduction to the gorillas.
Other circus characters are introduced as Junior makes his rounds to pass out the mail. Elsewhere, Dick gets a visit from a Federal investigator.
