Since the signing of the Colorado River Compact, the Colorado River has been overallocated. In recent years, though, we have entered a megadrought. There is now far less water in the basin than ever before. At the same time, our aging dam infrastructure is threatening to fail, opening up opportunities for radical conservation efforts.
