He was also instrumental in overseeing the construction of a new £75m College on the Waterfront. Throughout his career, Professor Holmes has demonstrated a commitment to fostering educational growth and development.
Before joining the University of Bolton, he held the position of Deputy Vice-Chancellor at the University of North London (now the London Metropolitan University). In 1996, he played a pivotal role in establishing the Lincoln University Campus as part of the Vice Chancellor's Office, which was inaugurated by HM The Queen.
In addition to his educational achievements, Professor Holmes was appointed as one of the Deputy Lieutenants by Her Majesty's Lord-Lieutenant of the County of Greater Manchester in 2015. He also serves as a member of the Board of Bolton College and Chair of the Advisory Panel at Regent College, London.
